Can BLE keep scanning the devices when handheld is pressed the power key and enter the Hibernate state? If yes, how do I deal with?

BLE can scan continuously on Foreground or Background(Home key) mode for my App, but BLE scanning doesn’t work when handheld enter the Hibernate state due to power key is pressed or the time of lock screen is up.

Handheld Type: iPhone6
iOS Version: 10.3.3

yes, BLE can scan continuously, but it does not support the window 10
