In Android Studio 3.3, there is sometimes an intermediate step where a ‘Refactoring Preview’ window opens on the bottom left hand of the screen. You have to click ‘Do Refactor’ to launch the refactoring operation. Not sure if there is a preference or setting to bypass this or whether the way the new name is entered affects it.
