Access third party app files

hi guys, How can I get access to musics files that download from third party app like “Telegram” in another app?

Does apple give this permission?
if, how?

Because these files are on your device, you’d have to look them up when your iPhone is plugged into your mac, and then browse your directory to find the specific app, and then find the files contained within the app. There are apps that help you do this like:

1. The new files app which comes with iOS 11

2. iExplorer

3. iMazing
